Hendry's Beach crime was not Gang related

How does a Gang injunction stop what happen at Hendry's Beach (Santa Barbara)

What effect would a Gang injunction have had to prevent the needless death at Hendry's Beach? In fact truth be told the only thing it would have an effect on is locations most Santa Barbara citezens never see. I wonder if the "LAW' had been observed by all parties and alcohol was not a factor would any of this have happen? Alcohol seams to be a greater contributing factor than Race.
