Corruption from two of Governor Arnold Schwarzenegger appointees. Lt. Governor Abel Maldonado has property's worth 10 million dollars that never get billed for property taxes in Santa Barbara. Judicial Bench appointee Superior Court Judge Arthur Garcia may have committed Election Fraud!

  Well I sit here in this fog called life in Santa Barbara and wonder just what must one due to be free of corruption? How do we keep a handle on elected Judicial officials when they never have to be elected? How come no one has come to Superior Court Judge Arthur Garcia's aide? Because there is no defense. How can we expect other elected officials to care for our Country when all they care to do is line there pockets? How can our Governor and Lt. Governor justify the cost to this County for s special election because of Abel Maldonado's appointment? We were left to fill his vacant 15th district state Senate seat an foot the bill for the special election, I just wish he would pay his property taxes on his 10,000,000 holding at 1430 S E Street Santa Maria Ca, 93454. I want you all to know I have sat on this story for over 6 months because I thought maybe this posting would be a bit out of my league. Our Santa Barbara County Tax Collector has not even issued a bill on this property in almost 4 years! Well I felt it was important to get this posting out this morning so I will follow up on Lt. Governor Maldonado's property's as they appear on his 700 form later. The reason this all came about today was because of my property tax issue. Some how Equity Title and our County tax collector had me pay almost 17,000 in taxes for bills that did not exceed 12,500. Now last year I attempted to clear this matter up and was stonewalled by the Santa Barbara Tax Collectors office. My second posting today will deal with the attempted cover up behind my tax bills and why did our County accounting never catch this mistake?. So lets get started. Did you all hear about the California 2009 Judicial appointee Richard Ulmer? Well he had to run for re-election to keep his seat this past June, or in other words he ran in the next general election.

Superior Court elections are political afterthoughts, bottom-of-the-ticket entries that normally attract little public attention. But supporters of a San Francisco judge who faces a challenger Nov. 2 say there is much more at stake here than usual.
Judge Richard Ulmer, appointed by Gov. Arnold Schwarzenegger in June 2009, is running against Michael Nava, a state Supreme Court staff attorney, for a six-year term on the local bench June 2010.

Judge Richard Ulmer met the election procedure below for our California Superior Court. However Santa Barbara Superior Court Judge Arthur Garcia did not!
A judicial seat is newly created An If created in an election year(even), it will be on the ballot in two years; if created in a non-election year(odd), it will be on the ballot the following year. Judge Arthur Garcia was appointed to the Superior Court bench on 08/27/03 So based on Legislature after January 1 2004 a General election Judge Garcia would have to appear in the next primary. An that would have been March 2 2004. The primary's did not switch to there current June date until 2006.Yet Garcia does not run for reelection that year but waits until June of 06. Why did his temporary appointment position not expire after January 1 2005 as prescribed by California law? That would mean his appointment covered the remainder of 03, all of 04, all of 05 and all of 06. An he would seek re election in 06 for his first six year term to start 01/01/07 an that is ELECTION FRAUD!

Now if that was all you took with you from this posting it is quite alarming all by itself. Judge Garcia has clearly committed election fraud and not a single person has come forward to show or clarify why or how I would be wrong. Now answer me this, how many votes does it take to win an election for Superior Court Judge in any one of California's 58 County's? One and that is not really a vote. Judge Ulmer was appointed to the bench during the year of 09. An had he been unopposed he would not need a single vote from anyone in his county ever to win a six year term on the Superior Court bench! An believe it or not we the California voting public have had almost nothing to due with the over 1500 Superior Court Judges that currently occupy our Courts. I cal only ask you all this, How is that even possible in A Republic like ours that practices democracy?

Somebody should ask our Lt. Governor Able Maldonado to pay his fair share of taxes. Some one should check with the Santa Barbara County Tax Assessor and ask him why Parcel numbers do not match address's? I hope that Lt Governor Able Maldonado's property Taxes are brought current!

It would be nice if the property address and parcel numbers matched, more corruption by our elected officials! You can review Mr. Maldonado's form 700 at http://www.fppc.ca.gov. Is it just me or in the box marked value range Mr. Maldonado marked up to 100,000 dollars when he meant 10,000,000 MILLION Dollars. No tax bill has been issued on this property in almost 4 years! The 700 form for Lt Governor Maldonado is 18 pages long and I will make the filing available on my other blog when time permits.
